The CINTELL consortium is composed of three founding members: University of Malta, the “Mihai Viteazul” National Intelligence Academy and Rey Juan Carlos University. CINTELL also partners with several national and international organisations in the field of media, security and intelligence to provide our students with exceptional opportunities for internships and future careers.

Prof. Joe Cannnataci

Head of the Department of Information Policy & Governance at the Faculty of Media & Knowledge Sciences of the University of Malta
Prof. Cannataci is head of the Department of Information Policy & Governance  at the Faculty of Media & Knowledge Sciences of the University of Malta. He also co-founded and continues as Co-director of STeP, the Security, Technology & e-Privacy Research Group at the University of Groningen in the Netherlands, where he is Full Professor, holding the Chair of European Information Policy & Technology Law . Joe Cannataci was also the UN’s first-ever Special Rapporteur on the Right to Privacy from which he stepped down in August 2021. Cannataci’s latest books include The Individual and Privacy (Routledge 2015), Privacy, Free Expression & Transparency (UNESCO co-editor 2016-2017) and Handling and Exchanging Electronic Evidence across Europe (co-ed. Springer 2018), and Legal Challenges of Big Data, Joe Cannataci, Valeria Falce & Oreste Pollicino (eds.)  (Elgar 2020).

Dr. Aitana Radu

Security Research Coordinator within the Department of Information Policy & Governance

Dr. Aitana Radu is the Security Research Coordinator within the Department of Information Policy & Governance. Her research focuses on different aspects of security science, from open source information analysis to intelligence oversight. Since 2013, Dr Radu has carried out extensive EU-funded research focused on radicalization (ARMOUR and JP-COOPS projects), law enforcement practices (CITYCoP project), the implementation of the European Investigation Order (SAT-LAW and PRE-RIGHTS projects), developing security science (ESSENTIAL project) and intelligence analysis in the contxt of border security (MIRROR and CRITERIA projects). Dr. Radu has a PhD in Intelligence and National Security from the National Intelligence Academy in Romania with a thesis on the transformation of intelligence organizations.

Prof. Irena Chiru

Professor of intelligence studies and the director of the Higher Council for Doctoral Studies

Irena Chiru is a professor of intelligence studies and the director of the Higher Council for Doctoral Studies within “Mihai Viteazul” National Intelligence Academy, Romania. In the recent years, her main research interests have been focusing on bridging the theory and practice of intelligence by developing multiple joint research projects on ardent security topics, including the social triggers and effects of disinformation and misinformation. She is also the chair of the International Association for Intelligence Education – European Chapter. From this position, she acts as a strong advocate of building the intelligence profession by sharing knowledge, enabling and encouraging networking and dialogue, and building partnerships around the world.

Dr. Ruben Arcos

Associate Professor at the School of Communication Sciences of University Rey Juan Carlos (URJC) in Madrid, Spain, and a researcher at the Cyberimaginario research group on Communication and Digital Culture

Dr. Rubén Arcos is an associate professor at the School of Communication Sciences of University Rey Juan Carlos (URJC) in Madrid, Spain, and a researcher at the Cyberimaginario research group on Communication and Digital Culture. He is also a Visiting Professor at the EU International Relations and Diplomacy Studies Department of the College of Europe in Bruges. Arcos is faculty of the PhD program in international security at IUGM-UNED.
He is currently the Vice Chair of the Intelligence Studies Section at the International Studies Association (ISA) and has served previously as program Co-chair (2020-2023). Arcos is a co-founder and co-director of the International Online Intelligence Hub – IntelHub, a joint initiative between the American Public University System (APUS), the University of Leicester in the UK, and University Rey Juan Carlos.
He is a member of the expert pool on information of the European Centre of Excellence for Countering Hybrid Threats – Hybrid CoE, having contributed to trend reports, with strategic analysis and with a background paper for the report “Hybrid threats: a comprehensive resilience ecosystem”.

The CINTEL course programme and study units presented on this website were prepared as part of the work for INSET, an EU-supported programme under the Commission’s Erasmus Mundus Design Measures (EMDN) scheme. The CINTEL programme presented in this website is currently undergoing the different formal validation processes required within the partner Universities and therefore, as yet, is not formally finalised or approved and is  thus not open for registration of students. It is the intention of the INSET consortium partners to use part or all of the contents of this website to eventually submit an application for an Erasmus Mundus Joint Masters (EMJM) course. Should such an application be successful and once the contents of the EMJM course are agreed between, and formally validated within, the partner universities this website will be updated with instructions as to when, where and how registration would take place.
